Delete Kafka User

Delete a Kafka user (and its proxy, ACLs, SCRAM credentials).

If the user is linked to a Project Key the request still succeeds - the Project Key’s Kafka credentials become invalid but the API credentials (if any) keep working. The response includes a warning message so the caller can surface it to the user. This is intentional: the previous 409 created a deadlock for DELETE_FAILED PKs where neither the PK nor its linked Kafka user could be removed.
