Get Observability Logs Histogram

Level-stacked log histogram for one agent or knowledge base.

Same scope rules as /logs (404 for an id outside the caller’s tenant and service, 503 when log storage is unavailable). The histogram always covers all four levels, regardless of any level filter, so a client can show the full distribution before a filter floor is picked.
